The Issue Response Summary (IRS), is a matrix containing summarized comments that were submitted in the initial public review period in Fall of 2024. Comments are organized by topic, addressed with a response, and the decision of whether or not to make edits based on a comment is identified.
This version of the draft incorporates edits made in response to comments made during the Fall 2024 Public Review Period
