The Rental Offer Program

As fire activity increases and exceeds the capabilities of the normal aircraft fleet, the Division of Forestry & Fire Protection acquires rental aircraft (with pilots) on an incidental basis.

Rental Aircraft Offers are only accepted from certified air carrier/commercial operators under Federal Aviation Regulation 14CFR parts 121, 125, 133, 135 or 137 as appropriate. The vendor shall obtain all necessary licenses and permits, plus comply with all applicable federal, state and local laws. The Division of Forestry & Fire Protection generally requires that pilots and aircraft possess a current United States Forest Service-Dept. of Agriculture (USFS) or the Office of Aircraft Services-Dept. of Interior (OAS) Qualification Card and shall present the card for identification upon request.

Fixed-wing and Rotor-wing Aircraft

In January 2019 the Department of Natural Resources (DNR) issued Invitation to Bid 190000021 soliciting competitive bids for qualified contractors to provide as needed fixed-wing and helicopter services for use in emergency wildland firefighting for the Division of Forestry & Fire Protection (DOF). A provision within ITB 190000021 allows DNR to issue periodic Open Enrollment periods during the contract term. This ITB is the first Open Enrollment period solicitation issued under this provision for the 2020 fire season.

The purpose of this Open Enrollment period is threefold:

  1. Allow existing contractors to add new aircraft to, or remove existing aircraft from, their contract;
  2. Allow existing contractors to increase or decrease their prices for aircraft currently on the existing contract, and:
  3. Allow new contractors to be added to the contract.

Existing contractors who are not adding or removing aircraft or requesting price increases or decreases are not required to submit a bid in response to this ITB.

Important Notice: If you receive this solicitation from the State’s Online Public Notice website or IRIS Vendor Self Service portal, you must register with the DNR Procurement Section to receive subsequent amendment. Registration must be in writing and may be made via to email to dnr.ssd.procurement@alaska.gov or fax to 907-269-8909. Failure to register with the DNR Procurement Section may result in rejection of your offer.

Aircraft Flight Record

 A State of Alaska, Division of Forestry & Fire Protection FLIGHT RECORD is required for all flights. Invoices will NOT be processed without an SOA flight record attached.
